She currently serves as Legislative Liaison for Carroll County — tracking 400+ bills annually, managing the county's legislative relationships at the General Assembly, and providing active government affairs strategy in real time.
As Legislative Director at the Maryland General Assembly, she supported State Senator Paul G. Pinsky, Senator Bobby Zirkin, and Delegate Mary Ann Lisanti — drafting legislation, building coalitions, coordinating testimony, and advancing policy outcomes on behalf of elected officials across a legislative career spanning 2003–2022.
As Council Administrator for Harford County, she served as Chief Administrative Officer — managing a $2.7 million budget, restructuring the Council's operations, and building legislative infrastructure that gave citizens real-time access to records dating back to 1973, improving public transparency and encouraging civic engagement with local government. This work building public administration infrastructure informs Pam's current expertise in workforce development and public-sector pathway design.
At the Baltimore Jewish Council, she served as Associate Executive Director and Director of Government Relations and Public Policy — securing over $12 million across state, federal, and emergency funding streams, managing board governance, staff, and statewide coalitions.
She holds a Master's of Public Policy from the University of Maryland Baltimore County and a BA in Psychology from The George Washington University. Her coaching practice, built over more than a decade, is now part of Home Base Strategies. Pam is also co-founder of The Zone Networks — a community built around one simple idea: show up, do the work, move forward.
