Maryland Legislative Session

Maryland's legislative process —
from the inside.

About Pam

More than two decades on the inside of Maryland government.

"I focus on alignment and movement — not just access."

Pam spent more than two decades inside Maryland government before working as a strategist — at the legislature, in county government, and across nonprofit and civic sectors. She knows where decisions are actually made, what moves a bill, and what a county executive needs to hear before saying yes.

She currently serves as Legislative Liaison for Carroll County.

Pam's expertise is strategy — connecting people, advocacy, and leadership to move things forward.

Whether it's a bill, a budget, a partnership, or a career pivot — her question is always the same: what does it take to move this forward, and who needs to be involved?

Who I Work With

The organizations and leaders I serve best.

If you need to move something forward in Maryland's legislative or civic landscape — and you need someone who knows the terrain from the inside — this is likely the right conversation.

Start That Conversation
  • Nonprofits and advocacy organizations navigating state and local funding landscapes
  • Counties, municipalities, and public agencies moving workforce or community initiatives forward
  • Foundations and intermediaries building public-private partnerships that need government buy-in
  • Grant applicants who need a credentialed subject matter expert in public administration
  • Sports organizations at every level pursuing facility funding or state and local policy advocacy
  • Businesses, leaders, and entrepreneurs who need to understand or navigate Maryland government
